Abstract

This paper divides the course of Georgia's foreign policy into before and after the Ukrainian War, analyzes Georgia's relations with the EU and Russia, and examines how the nature of Georgia's foreign policy has changed. This paper will comprehensively examine Georgia's foreign policy, focusing especially on the situation related to the Foreign Agent Law and the general election in 2024. In 2022, Georgia showed a pro-Russian tendency due to the Ukrainian War. This tendency became clear when the Georgian ‘Transparency of Foreign Influence Law’, also known as the ‘Foreign Agent Law’, which similar to Russia's ‘Foreign Agent Law’, was enacted in 2023. At that time, the bill failed to pass the parliament due to strong opposition from citizens and the opposition. However, in June 2024, the bill was passed by the parliament and is being implemented. In October 2024, the ‘Georgian Dream’ won the general election, but the opposition and citizens staged strong protests, claiming that the election was fraudulent. The EU also pressured the Georgian government so much that it demanded a new general election. The EU decided to suspend Georgia's EU candidate status and not proceed with the EU accession process. The Georgian government responded by announcing that it would suspend EU accession discussions within Georgia until 2028, thereby strongly opposing the West. With this, Georgia's foreign policy showed a completely new direction.
