Abstract

Georgia is weighing the balance between the EU and Russia. Recently, Georgia has shifted from an anti-Russian, pro-Western stance to a more pro-Russian one. The opening of civilian exchanges with Russia through visa-free travel after 2023 and the large influx of Russians have significantly improved relations with Russia. This can be seen as a shift from a previously pro-Western stance to a more pro-Russian one. However, the suppression of civil society organizations through the enactment of the "Foreign Agents Law" in the process is likely to significantly hinder Georgian democracy in the long term. While control and management of organizations receiving foreign support are necessary, support for civil society movements should not be spared. While a pro-Russian stance is important, Georgia must pursue a multi-vector policy that adheres to a pro-Western stance. Contrary to external perceptions that Georgia's foreign policy aligns with Russian interests, I believe a multi-vector policy that serves Georgia's interests is appropriate for the country's development.
