초록
As both the EU and Korea have taken action on this crucial environmental issue facing the world and bring themselves together in a more cooperative relationship, this study aims to elucidate the underlying reasons of the cooperation. To this purpose, this paper introduces two competing but also mutually-reinforcing views. First, the post-Westphalian order seeks to transcend the limits of a traditional sense of statehood. This tendency has its implications for environmental cooperation as well, in that the bilateral cooperation is viewed as a process of propagating and encompassing environmental norms. In contrast, the bilateral environmental cooperation is a rational choice, insofar as environmental degradation is a cross-border problem for which a collective action is called upon. Against this backdrop, this paper raises a question whether and/or to what extent ideational and material elements affect the individual and collective roles(of the EU and Korea) to preserve the environment. By answering this question, this paper aims to highlight whether the bilateral cooperation is manifestation of normative ethics in inter-state relations or a mere strategy of maximizing profits.
