초록
With the signing the 1987 Single European Act(SEA) both institutional frameworks and political rationales for the Union to take active part in the protection of the environment was crystallized. From the 1990s on, moreover, the EU has played a more proactive role in negotiating multilateral environmental agreements. As a result, the EU has had a window of opportunity since the 1990s, from which environmental problems and climate changes have increased its salience. At this juncture, what is of interest is to identify, dissect and examine the underlying reason behind the EU’s proactive move to promote environmental regime both in its internal governance and in world politics. As world politics has no longer been dominated by power politics among states, a novel kind of argument emerges, which stresses the post-Westphalian order. If the state-centric epistemology of world politics is to some extent legitimized, the EU, considered a novel kind of power, i.e., normative power, has its own implications in undertaking its environmental policy. If the identity of the Union is part of a political ethos which informs its external action in general and its response to environmental issues in particular, it is then imperative to examine the operation of the ideational factors promoting the EU as a normative power and it is on this aspect that this paper attempts to shed light with particular reference to its efforts to deal with environmental problems.
