4차 산업혁명에 따른 ‘표준’분야의 혁신에 관한 탐색적 연구: 우리나라의 사례를 중심으로

최근 진행되고 있는 4차 산업혁명은 기술과 산업간의 융합이 만들어 내는 새로운 패러다임이다. 이에 따른 ‘표준’에서의 혁신수요에 찾아내고, 이에 대한 대응 방안을 마련하기 위하여 시스템이론에 기초한 동조화 전략을 마련하였고, 독일사례를 참조하기 위하여 벤치마킹 전략을 활용하였다. 즉, 산업계를 하나의 시스템으로 보면, 표준은 이를 구성하는 하위 요소이다. 따라서 산업의 변화에 부합하게 표준도 진화하여야 하는 것은 당연하다. 아울러, 국제무대에서 표준의 위상이 높은 독일의 사례를 분석하여 이의 특징을 찾아내어 우리나라의 상황에 부합하게 수정･적용하는 방안을 활용하였다. 동조화전략과 벤치마킹전략을 활용하여 거버넌스의 변화, 시스템 관점의 도입, 민간위탁 확대 등의 대응방안을 제시하였다. 대안을 개발하는 과정에서 우리나라가 선도적으로 새로운 시스템 위원회를 먼저 설치･운영하고, 이를 국제표준화기구에 제안하는 역 미러(reverse mirror) 전략도 제시하였고, 현행 3단계로 운영되고 있는 적합성평가방안도 새로운 방법인 통보(Notification, 이하 Noti)를 추가하여 4단계 방식을 제시하였다. 거시적으로 조망하면, 표준혁신수요와 대안은 일대일 매칭방식으로 도출되지 않았다. 아울러, 국제사회가 공동으로 대처해야 실효성이 있는 대안도 있다. 일부 대안은 산업구조가 변화하여야 채택 가능하며, 여러 관계 부서가 유기적으로 협력해야 유효한 대안도 존재한다.
Abstract
The 4th Industrial Revolution, which is currently underway, is a new paradigm created by the convergence between technologies. Accordingly, in order to find out the demand for innovation in “standards,” and to prepare a countermeasure for this, a coordination strategy based on the system theory was prepared, and a benchmarking strategy was used to refer to the German case. In other words, looking at the industry as a system, standards are the sub-elements that compose it. Therefore, it is natural that standards must also evolve to meet the changes of industry. In addition, the case of Germany, which has a high standard in the international arena, was analyzed to find its characteristics, and a plan was used to modify and apply it in accordance with the situation of Korea. Using the synchronization strategy and benchmarking strategy, countermeasures such as change in governance, introduction of a system perspective, and expansion of private entrustment were suggested. In the process of developing alternatives, the strategy was suggested that Korea should establish and operate a new system committee first and a reverse mirror strategy to propose this to the International Organization for Standardization was also presented. The conformity assessment plan, which is currently operating in three stages, also proposed a four-stage method by adding a new method, Notification. From a macroscopic perspective, standard innovation demand and alternatives were not derived in a one-to-one matching method. In addition, there are alternatives that are effective only when the international community cope with them. Some alternatives can be adopted only when the industrial structure changes, and there are alternatives that are effective only when several related departments work together organically.
