중국의 기술국가주의에 대한 독일의 대응 및 전략: 국제 기술표준화를 중심으로

Germany’s Responses and Strategies to China’s Techno-nationalism: Focusing on International Technical Standardization

초록

그동안 표준은 민간 영역의 문제로 이해되었다. 그러나 중국 기업인 화웨이가 5G 기술 표준을 주도하면서 국제표준화 질서에 큰 변화가 발생하였다. 미국 정부는 화웨이에 대한 제재에 나섰고, 중국을 전략적인 경쟁자로 바라보며 다수의 국가에 제재 동참을 요구하였다. 이는 미-중 패권경쟁의 일환이자 기술표준 분야에서의 기술국가주의적 접근으로 평가된다. 본 연구는 기술표준화에서 중국의 기술국가주의의 부상과 이에 대해 전통적 표준강국인 독일의 인식과 대응을 확인한다. 연구 방법으로 문헌연구와 인터뷰가 수행되었다. 연구결과에 따르면, 독일 내부에서는 중국의 부상을 위협으로 보지 않는 견해가 존재한다. 이러한 견해는 중국의 부상을 국제표준화 영역에 대한 지배가 아니라 투자의 확대로 이해한다. 또한 중국을 기존의 국제표준개발기구 및 표준화 질서에 더 깊이 통합하는 방식으로 사회화해야 한다는 의견도 있다. 동시에 독일에서는 기술표준을 둘러싼 미-중 패권경쟁을 계기로 표준의 지정학적 중요성을 인식하고, 유럽과 독일의 이익을 위하여 기존의 유럽식 모델에 기초한 국제표준화 시스템을 유지하려는 정책적 움직임이 발견된다. 본 연구는 국제표준화 영역에서 미국과 구별되는 독일의 독자적 대응을 포괄적으로 확인하였다는 점에서 의의가 있다.

Abstract

Standards have been understood as a private sector issue. However, since Huawei has demonstrated its ability to take the lead in 5G standardization, significant changes have taken place. The U.S. government has actively imposed sanctions on Huawei. The United States views China as a strategic competitor and is demanding that other countries join the United States. This is part of the hegemonic competition between the United States and China. It can also be seen as a techno-nationalist approach that prioritizes national interests in determining national policies on technology in general and standardization in particular. This study aims to examine Germany’s responses and strategies to China’s techno-nationalism in international standardization. The study is based on a literature review and interviews. The study finds that there are those in Germany who do not see China’s rise as a threat to international standardization. This view considers China’s rise as an investment rather than a domination in the field of international standardization. It also argues that China should be socialized in such a way that China is integrated into existing international SDOs such as ISO and IEC. The hegemonic competition between the USA and China in international standardization strengthens the strategic-geopolitical importance of standards in Germany. There have been some political actions to maintain the established international standardization system based on the European model for the benefit of Germany. The contribution of this research is that it first examines Germany’s independent responses to China’s rise in international standardization, which differ from those of the United States.
