본 연구는 독일의 대중국 디리스킹(De-risking) 전략을 중심으로 그 정치적･경제적 배경, 실행 가능성, 그리고 한계를 분석한다. 독일은 미･중 전략 경쟁의 심화 속에서 디커플링(De-coupling) 대신 디리스킹을 선택하여, 중국과의 경제적 상호 의존을 유지하면서도 리스크를 관리하려는 실용적 접근을 취하고 있다. 본 연구는 이러한 독일의 디리스킹 전략이 채택된 배경을 고찰하며, 글로벌 공급망에서 경제적 위험을 어떻게 관리하려 하는지를 중점적으로 다룬다. 아울러, 독일 내 정치적 요인과 연정 갈등이 대중국 정책 형성에 미친 영향을 분석하여, 경제적 자율성 확보와 중국과의 협력 관계 유지 사이에서 발생하는 도전과제를 규명한다. 본 연구의 주요 기여는 독일의 디리스킹 전략이 글로벌 정치경제 질서에 미치는 함의를 도출하는 데 있다. 이를 통해, 본 연구는 독일의 디리스킹 전략이 다른 국가들이 미･중 전략 경쟁 속에서 채택할 수 있는 모델로서의 가능성을 평가하고, 나아가 한국을 비롯한 국가들에게 제공하는 시사점을 제시한다. 최종적으로, 독일의 디리스킹 전략이 글로벌 공급망 재편과 경제적 위험 관리 측면에서 실효성을 지니는지에 대한 평가를 통해, 국제적 관점에서의 정책적 함의를 도출한다.
Abstract
This study focuses on Germany’s De-risking strategy toward China, analyzing its political and economic background, feasibility, and limitations. Amid the intensifying U.S.-China strategic competition, Germany chose De-risking over Decoupling, adopting a pragmatic approach that seeks to manage risks while maintaining economic interdependence with China. The research examines the background behind Germany’s adoption of this De-risking strategy, focusing on how it aims to manage economic risks in the global supply chain. It also analyzes the influence of domestic political factors and coalition conflicts on the formulation of Germany’s China strategy, highlighting the challenges Germany faces in balancing economic autonomy with maintaining cooperative relations with China. The key contribution of this study is to derive the implications of Germany’s De-risking strategy for the global political and economic order. The research evaluates the potential of Germany’s strategy as a model for other countries navigating the U.S.- China strategic rivalry, offering insights particularly relevant to South Korea and others. Ultimately, the study assesses the effectiveness of Germany’s De-risking strategy in the context of global supply chain restructuring and economic risk management, drawing broader policy implications from an international perspective.
