Abstract
This paper examines the U.S.-China hegemony competition in the cyber security domain, which recently becomes a rising concern in East Asia as well as in the world. It relieson a network perspective of world politics as a theoretical framework to analyze thestandard competition between the two world powers over the cyber security issue as a newleading sector. The notion of standard competition must be a powerful conceptualframework in International Relations in the sense that it is not only concerned withtechnologies and industries, but also deeply involved in policies and institutions, andfurther competitive discourses and world orders. Along with the North Korean nuclearweapon issues, the U.S.-China standard competition in cyber security is regarded as oneof the critical strategic issues for South Korea that recently explores a so-called“middle power diplomacy” between the United States and China—a hegemony and a challengerfor the leadership in the 21st century. In this context, this paper explores theoverlapped dynamics of the U.S.-China competition from the perspective ofthree-dimensional standard competition in technologies, institutions, and discourses. Itmaintains that different approaches to cyber security in technical standards, regulatorypolicies, and security discourses are contrasting between the two world powers and suchdifferences are likely to spill over into a broader tension between them, and theevolution of U.S.-China standard competition in cyber security is creating a majorstructural environment of world politics, with which South Korean standards strategieshave to cope in the coming decades.
