재세계화(Re-globalization) 시대, 범대서양 동맹의 역동성에 관한 연구: 범대서양 동맹 주요국의 인도-태평양 참여 전략을 중심으로

초록

본 논문에서는 재세계화(Re-Globalization) 질서 하에서 유럽의 대응과 전략을 고찰하였다. 미·중의 무역전쟁은 세계를 이원화시켰다. 세계는 이원화된 블록 내에서 ‘재세계화’ 되고 있으며, 이를 통해 이전에 없었던 새로운 질서가 형성되고 있다. EU는 체제 라이벌 국가인 중국에 대해 민주주의, 인권, 노동보호 등 비전통안보 영역에서 규범을 준수하며 민주주의의 보편적 가치를 받아들일 것을 요구하고 있다. 불확실성의 시기, EU와 미국의 범 대서양동맹(Transatlantic alliance)의 기능과 대 세계 영향력에 관하여 검토할 필요가 있다. 이에 본고에서는 유럽 주요국의 인도-태평양 참여 현황 및 전망에 대해 각 유럽국가의 입장과 전략을 분석하고, 나아가 지역에 대한 전략적 참여와 EU-미국 간 범대서양 동맹 복원 전망을 분석하였다.

Abstract

In this paper, I examine Europe's response and strategy under the Re-Globalization order. The trade war between the US and China has divided the world. The world is being ‘reglobalized’ within a dual block, and through this, a new order that has never existed before is being formed. The EU is demanding that China, a rival country, comply with norms in non-traditional security areas such as democracy, human rights, and labor protection and accept the universal values of democracy. In a time of uncertainty and with the change of government in the United States, there is a need to review the restoration of the Transatlantic alliance between the EU and the United States. Accordingly, in this paper, I analyzed the positions and strategies of each European country regarding the status and prospects of major European countries' participation in the Indo-Pacific, and further analyzed regional strategic participation and the prospects for restoring the EU-US pan-Atlantic alliance.
