Abstract

The Baltic States, upon gaining independence in 1991, actively pursued Europeanization under the slogan of returning to Europe in order to avoid repeating the painful history of the past. These countries, along with de-Sovietization, have put forward a Scandinavian-oriented national identity as a force to unite their people in response to potential threats from outside. However, within the European Union, the Baltic States are a small country overshadowed by Visegrad, and the perception of liminal Europeanness that has inherited Russia’s backwardness has not been easily erased. The Baltic States, recognizing the reality, reaffirmed their geopolitical and cultural identity as Eastern Central Europe. Accordingly, they focused on their role as a bridge with Eastern European States, including Ukraine, for security and economic interests, and tried to demand a hard-line policy toward Russia within the European Union and position themselves as policymakers in the Eastern Partnership. However, the Baltic States’ hard-line policy toward Russia and their obsession with Ukraine were dismissed by Western European countries as a product of history and a sense of victimization due to geopolitics. In the Baltic States, the Russian invasion of Ukraine in 2022 was perceived as an inevitable expansion of the Russian world, and anxiety grew that they would be the next military target. In response, the Baltic States recognized the importance of a collective national identity based on cultural homogeneity within the country, along with physical resistance, and intensified their integration policy toward Russian-speaking citizens. In addition, the Baltic States emerged as an important policymaker in the European Union's security policy along with Poland, due to their strong anti-Russian measures and dedicated support for Ukraine.
