Abstract
In the post-Ukraine incident era, the Baltic states (Estonia, Latvia, and Lithuania) have become one of the most insecure areas in Eurasia. The aim of this paper is to analyze the reasons for why Russia intervened in the Ukraine crisis and, based on that analysis, to examine the dilemma that the three Baltic states face today. The Ukraine incident was a result of NATO-EU versus Russia dynamics, rather than an outcome of the Ukraine-Russia relations. Likewise, the security of the Baltic states is largely dependent on the relationship between NATO-EU and Russia. With the inauguration of the Trump administration in January 2017, security of the Baltic states seems further uncertain. If viewed from Stephen Walt’s four sources of threat (aggregate power, geographical proximity, offensive power, and aggressive intention), NATO and EU’s responses in the post-Ukraine incident, both punitive to Moscow and cooperative for their Eastern partners, must be a serious threat or fear for Russia. NATO and EU are strengthening their ties with the states geographically close to Russia or under Moscow’s sphere of influence—through such proactive moves as NATO’s strategy of Eastern flank (Poland, Romania, and the Baltic states) and EU’s Baltic Energy Market Interconnection Plan. So far, Russia’s action to Baltic states is limited to the exercise of soft power on the Baltic states. But when it feel the fear of being besieged by NATO-EU, Moscow may use hard power to protect Kaliningrad, an outpost of the Russian territory in the Baltic Sea area, or assist ethnic Russians in Estonia and Latvia for their political instigation.
