Abstract
This study examines the strategic significance and multidimensional cooperation of the three Baltic States—Estonia, Latvia, and Lithuania—as members of the European Union (EU), while exploring potential avenues for strategic partnership with South Korea. Despite their small population and economic scale, the Baltic States have emerged as strategic middle powers within the EU and NATO by leveraging their geopolitical location, political stability, and institutional reforms. By contributing substantially to energy transition, digital governance, and collective security, they have positioned themselves as key actors in European integration. Analyzing flagship projects such as Rail Baltica, NordBalt, and Baltic Connector, this study highlights the Baltic States' pivotal roles in EU security and digital governance. It also assesses their enhanced status within NATO’s collective defense framework. The study concludes by identifying prospects for cooperation between South Korea and the Baltic States in defense industry, digital governance, energy, and infrastructure sectors, offering insights for Korea's diversification of its European strategy and expansion of global partnerships.
