Abstract
This study aims to conduct a comparative analysis of the forms of othering directed at East German defectors during the period of division and at Muslims in unified Germany, in order to identify both the similarities and differences between the two cases. More specifically, it seeks to uncover the mechanisms of horizontal and vertical othering observed in the cases of East German defectors—who share the same race and language—and Muslims—who differ in race and language. The study also focuses on examining the agents responsible for the othering in each case, the responses of the respective governments, and whether the issue became politicized. The findings reveal that in both cases, horizontal othering— distinguishing between in-groups and out-groups—was accompanied by vertical othering, in which the targeted group was treated as inferior. Furthermore, both cases share the commonality that the central government expressed a willingness to actively accept refugees. However, clear differences also emerged. East German defectors were subjected not only by West Germans but also faced discrimination from other German-origin migrant groups, thus experiencing a form of "double othering." Nonetheless, given the economic context at the time, characterized by a labor shortage, there was a growing consensus across West German society on the necessity of accepting them, which prevented the issue of othering from becoming politicized. In contrast, the othering of Muslim refugees today is being carried out in a highly organized manner, particularly in the former East German regions, driven by groups such as PEGIDA and the far-right party, AfD. Certain political forces are explicitly exploiting the issue of othering for political gain. The relatively poor economic conditions in the former East German areas act as a contributing factor, exacerbating the othering of Muslims. Unlike the East German defectors, the primary target of othering in this case is not the refugee status per se, but the religious identity of being Muslim. As a result, the forms of othering directed at Muslims tend to be broader and more pervasive in nature.
