독일은 1990년대 중반 ‘이주국으로서의 독일’로 이주정책 패러다임의 전환을 시도하고 이주민에 대한 사회통합정책을 적극적으로 실시하고 있는 국가로, 독일사회에서 이주민에 대한 수용성 및 사회통합문제는 중요한 사회적 이슈 중 하나이다. 본 논문은독일사회의 이주민에 대한 수용성 및 사회통합문제가 어떻게 변화되었는지 독일사회의이주와 이주민에 대한 인식과 태도를 중심으로 독일 이주정책의 변화와 연속성을 살펴보고자 한다. 이를 위하여 본 논문은 다음과 같이 구성되어 있다. 우선 Ⅱ장에서는 독일 다문화 지형과 사회통합정책의 근간을 총체적으로 이해하기 위한 일환으로 독일 이주정책의 패러다임과 이주에 대한 담론구조의 변화를 살펴보고자 한다. Ⅲ장에서는 독일에서의 이주민의 현황 및 이주민 사회통합정책의 특징을 분석해보고자 한다. Ⅳ장에서는 이주와 이주민의 존재에 대한 인식, 경제적 측면, 문화적 다양성 측면, 이주배경을 중심으로 독일인의 이주민에 대한 인식과 태도를 논의해보고자 한다.
Abstract
Germany shifted away from stemming flows to recognizing its identity as a country of immigration and social acceptance and integration immigrants into German society has been recognized a very important social issue. This article explore to analyze How has changed and continued social integration and social acceptance in German society focusing on the perceptions and attitudes towards immigration and immigrants. In so doing, first this article examines the social integration efforts of Germany by analyzing the changes of paradigm in immigration policies and discourses about social integration. This article also analyses the current state and situation of Immigrants and the characteristics of German social integration policy. Finally, German perceptions and attitudes towards immigration and immigrants will be examined in the context of social acceptance and integration.
