이슬람혐오증과 독일을위한대안당(AfD)의 선거전략: 2017년 총선과 2019년 주의회 선거를 중심으로

본 연구의 목적은 극우주의적 정치세력인 독일을 위한 대안당(AfD)의 부상과 정치적 성장 과정을 이슬람혐오증을 활용한 선거전략 차원에서 설명하고자 하는 것이다. 안정된 정치체제와 정당체제로 특징지어지던 독일 정치가 대안당의 득세와 성장으로 커다란 도전을 받고 있다. 때문에 대안당에 대한 관심은 크고, 학문적인 연구 작업 또한 활발한 편이다. 하지만 대안당에 대한 대부분의 연구 작업은 선거 결과에 대한 분석과 대안당의 성공 요인을 거시적이고 피상적으로 분석하는 데 집중하고 있다. 본 연구는 대안당의 성장 요인을 보다 심층적으로 이해하기 위해서는 대안당의 주체적인 행위를 보다 더 미시적으로 추적하는 작업이 보완될 필요성이 있다는 문제인식에서 출발한다. 선거전략 차원에서 진행된 대안당의 이슬람혐오증 활용 과정을 집중적으로 파헤치는 이유가 여기에 있다. 선거자료집과 선거 포스터 등 대안당이 직접 제작한 자료가 본 연구의 집중적인 분석 대상이다. 연구 결과, 2017년 19대 총선 당시 대안당은 ‘이슬람’과 ‘무슬림’ 등 노골적인 용어를 동원하면서 이슬람혐오증이 당의 정체성임을 분명히 했다. 이에 더해 이슬람과 무슬림을 독일 사회의 근간을 위협할 존재로 규정하는 악마화 전략을 꾀했다. 그러나 이러한 선거전략은 2019년의 주의회 선거에서는 사뭇 다른 양상을 보였다. 2019년 주의회 선거들에서 대안당은 가급적 ‘이슬람’과 ‘무슬림’이라는 용어의 사용을 자제하는 대신 이들에 대한 부정적인 이미지들을 연상시킬 수 있는 편견 등을 적극 활용하는 교묘함으로 전략을 수정해 나갔다. 대안당이 이슬람혐오증을 선거전략에 적극적으로 활용하였다는 점에서는 동일했으나, 국내외 정세의 흐름과 선거의 규모 및 각 주의 상황에 따라 이슬람혐오증을 선거전략에서 변용해 나갔던 것이다.
Abstract
This study aims to explain the rise and the growth process of a far-right political party -- Alternative für Deutschland(AfD) -- largely drivcn by the incorporation of Islamophobia as part of its election strategy. German politics, which has been characterized as a stable political and political party system, is currently facing great challenges following the growth and the victory of AfD. This recent rise of AfD has led to a growing interest in the party and has spawned active academic research. However, most of the past studies on AfD focused on analyzing the election results and the factors of AfD's success in a macroscopic and superficial manner. This study, on the other hand, begins by acknowledging the need to supplement the task of examining the self-driven actions of AfD in a microscopical way in order to understand the factors that led to the growth of AfD in more depth. Thus, in this study, AfD’s use of Islamophobia as its election strategy, including the election program books and election posters, is intensively investigated. Extensive research have proven that during the 19th federal election in 2017, AfD established Islamophobia as the party's identity, using explicit terms like ‘Muslim’ and ‘Islam’, and pursued a strategy to demonize Islam and Muslims and categorize them as the potential threats to the foundation of the German society. However, AfD's election strategy appeared to have shown a different pattern in the 2019 state level elections -- instead of directly referring to the terms ‘Islam’ and ‘Muslim’, AfD turned to utilizing more subtle prejudices that arouse the negative images of Muslim and Islam. Although AfD has been consistently incorporating Islamophobia in its election strategy, it has transforming the way it employs Islamophobia in accordance with domestic and foreign situations, the size of the election, and the situation of each state.
