상하이협력기구에서의 러시아 역할과 입장

본 논문은 러시아의 실리주의 외교정책인 ‘집단적 행동(Collective Action)’ 전략으로 간주되는 다자안보협력의 개념에 기초해 상하이협력기구(Shanghai Cooperation Organization 이하 SCO)에서의 러시아의 입장과 역할을 집중 적으로 고찰해 봄에 있다. 다자안보협력기구인 SCO는 테러리즘, 분리주의, 이슬 람근본주의 척결을 목표로 6개 회원국을 중심으로 2001년 6월 출범했다. SCO 는 개방형 동맹을 추구하며 상호이익에 기초하여 지역과 세계적인 문제를 해결하 는 공동입장을 추구한다. 현재 동 기구는 안보 및 정치문제 뿐 아니라 매년 정상 회담과 총리급 회담을 통해 경제, 문화, 교육, 에너지, 군사합동 훈련 등으로 외 연이 확대되고 있다. 동시에 SCO의 다양한 활동과 결집력에도 불구하고 회원국 들의 국익에 의해 역할과 입장에는 다소 차이가 드러난다. 이런 측면에서 여타 회 원국들과 달리 러시아는 SCO를 통해 미국과 나토(NATO)동진을 견제하고 회원 국 확대에 주력한다. 또 러시아는 회원국들을 중심으로 안정적인 에너지 협력을 공고히 하며 공급지의 다변화를 꾀한다. 경제협력의 공동과제를 통해 각 회원국들 과 협력을 모색에도 치중한다. 향후 러시아는 이런 역할과 입장을 위해 국제정치적관점에서 SCO를 유라시아대륙의 새로운 질서 구축과 다원화된 역학관계 확립에 적극적으로 활용할 것이다. 아울러 러시아는 SCO의 주요 행위자로서 자국의 주요 외교정책인 다극주의 실현을 극대화에 주력할 것이며 중앙아 지역의 안정적 발전에도 계속해서 기여할 것으로 사려 된다.
Abstract
The object of this study is to review the Russian position and role in the Shanghai Cooperation Organization(hereinafter SCO) based on the concept of Multilateral Security Cooperation, which is regarded as the strategy of “Collective Action” that comprises the Russian utilitarian foreign policy. Multilateral Security Cooperation under SCO was launched in June 2001 to eradicate terrorism, separatism, and Islamic fundamentalism among the organization’s six membernations. SCO is pursuing an open-type alliance and a cooperative position to solve international problems based on mutual national interests. SCO has expanded its scope of interest to include not only defense and political problems but also concerns with respect to the economy, culture, education, energy, and military exercises. It tackles these concerns through summit-level conferences and prime-minister-level conferences. At the same time, despite SCO’s various activities and its collective power, there have been some changes in its role and position due to its member nations’ varying interests. In this respect, Russia is restraining the USA’s and NATO’s marching towards the east through SCO, unlike the other SCO member countries, and is focusing on expanding SCO’s member nations. In addition, Russia is strengthening and stabilizing its energy cooperation with the other SCO member nations and is attempting to diversify its sources of supply. It is also giving weight to seeking the cooperation of individual SCO member nations through common assignments in economic cooperation. In the future, Russia will make the best use of SCO in constructing a new order for the Eurasian continent and in establishing diversified international political relationships. Furthermore, it is believed that Russia will focus on realizing polycentrism, which is its main foreign policy, as a main SCO actor, and will contribute to the stable development of the Central Asian region.
