중국과 상하이협력기구: 다극화 제약 요인과 차선책

초록

본 연구의 목적은 오늘날 상하이협력기구에 대해 중국이 직면한 제약 요인을 살펴보고, 이러한 제약 속에서 중국이 취하고 있는 정책을 검토하는 것이다. 중국은 SCO를 통해 다극화를 추진하려는 구상을 가지고 있지만, 중국이 중앙아시아에서 직면한 다양한 도전들은 다극화 구상의 실현 가능성을 제약하고 있다. 따라서 중국은 중앙아시아에서 자신의 세력을 확대하여 다극화를 이루기 위한 구상을 실현하기 보다는 일차적으로 SCO 회원국가들과 양자관계의 우호적인 관계를 유지하면서 자국의 이익을 극대화하는 한편 영향력을 확대하려는 차선의 정책을 추진하는 것에 중점을 두고 있다. 이를 위해 중국은 비전통안보 이슈, 경제･에너지 이슈와 SCO 운영 등 SCO와 관련한 활동에서 적극적인 정책을 취하고 있다.

Abstract

The purpose of this research is to observe the retraining factors that China faces regarding SCO (Shanghai Cooperation Organization) and review the policies that China is adopting under such restrains. China planned to pursue multipolarity through SCO, but diverse challenges that China faces in Central Asia are constraining the feasibility of China achieving multipolarity. Hence, in Central Asia, rather than pursuing multipolarity by expanding its power China is primarily focused in an alternative policy of increasing its influence by maintaining amiable relations with SCO member states while maximizing its national interests. For such ends, China is taking an active policy in SCO related activities such as non-traditional security issues, economic and energy issues and SCO operations.
