상하이협력기구(SCO) 발전과정에 대한 고찰: 러중 전략적 안보관계를 중심으로

초록

지난 2001년 6월 15일 상하이협력기구(SCO)가 지역 내 각종 안보․경제 문제를 논의하는 지역협력기구로 공식화된 이후 중앙아시아에서 다자 간 협력관계는 갈수록 강화되는 추세이다. 현재 SCO에서 가장 중추적 역할을 하고 있는 러시아와 중국은 중앙아시아 지역에서의 영향력 확대에 SCO를 적극 활용하고 있을 뿐 아니라 지역 내 주요국에 대한 관리수단으로도 활용하고 있다. 특히 러중관계가 SCO를 중심으로 더욱 가까워지고 있는바, 향후 SCO는 전 세계적 차원에서 러중 간 전략적 협력기반이 될 가능성이 매우 높다고 할 수 있다. 현재 SCO는 지역 공동안보이익 추구를 기초로 특정 영역에서의 협력이 다른 영역으로의 협력을 촉진하고 확산하는 다자지역안보기구로 발전 중에 있다. 이미 구소련 붕괴 이후 독립한 국가들의 국경선 획정과 군사안보분야의 신뢰 구축이 진전되면서, 역내 안정과 평화, 경제발전 등 공통이익을 실현하기 위한 중앙아시아 내 최대 다자안보체제로 발전하고 있다. 또한 중앙아시아 주요국 간의 정치, 경제, 군사 관계 및 비전통 안보위협에 대처하기 위한 다자안보협력기구로 자리매김하였다. 특히 SCO는 러시아와 중국의 주도하에 중국과 그 접경국 간 국경획정, 분리주의와 테러, 종교적 극단주의라는 안보위협에 대해 공동대응을 벌이고 있으며 지속적인 조직정비를 통해 조직, 인력, 예산을 갖춘 영향력 있는 기구로 발전하는 중이다. 최근 SCO는 안보영역에서 벗어나 보다 다양한 영역으로 활동범위를 확대해가고 있으며, 이를 통해 지역 내 중추적 핵심기구로 발돋움하고 있다.

Abstract

Since June 15 2001, after it was officially made a regional cooperation council for discussing regional problems such as security and economic issues, the SCO(Shanghai Cooperation Organization) is reinforcing itself more and more. Russia and China, the two nations playing a pivotal role in the SCO today, are actively utilizing the SCO not only to extend their influence in Central Asia but also to manage leading countries in the area. Russia-China relations are especially improving with the SCO playing a central role and there is a high possibility that the SCO will act as a basis for Russian-Chinese strategic national security cooperation in Central Asia and the whole world. Today, the SCO is developing into an organization for multilateral regional security with its foundations in pursuing common regional security and making cooperation in one area promote and spread cooperation in other areas as well. After the disorganization of the Soviet Union, countries in Central Asia that became independent demarcated their borders and promoted military security, resulting in the SCO to develop into the biggest multilateral national security system in Central Asia for common interests such as regional stability, peace and economic development while becoming a multilateral national security cooperative system that deals with political-economic relations and non-traditional security threats in Central Asia. The SCO, at the instigation of Russia and China, has especially put forth common countermeasures for security threats while settling into an influential regional organization. Meanwhile the SCO is diversifying away from the area of national security and expanding its scope of activity, becoming a core organization that plays a central role in Central Asia.
