남한의 '3단계 통일방안'과 북한의 '연방제'에 있어 정당역할

그 동안 남북한 통일방안은 기능주의와 연방주의적 접근으로 대별되었고 보다 구체화된 통일방안이라 할 남한의 ‘3단계 통일방안’과 북한의 ‘낮은 단계의 연방제’도 기능주의와 연방주의의 연장선상에 있다. 그러나 남북한의 통일방안은 남한이 상호의존성의 확대를 통해 북한을 완만하게 흡수하고자 하는 측면과 북한의 정치전략적 측면이 상호 통일방안에 대한 불신의 주된 요인으로 작용하였다. 기능주의적 접근과 연방주의가 유럽사회를 배경으로 국가 간 통합과정이나 초국가 간 협력체의 확산을 설명하는데 있어서는 유용한 설명력을 갖고 있으나 한반도의 현실에 그대로 적용시키기에는 역사적 조건, 분단의 배경, 정치이념 및 체제 이질성의 구조적 요인이 난점으로 작용하고 있다. 이것은 통합이론 일반이 틀렸다는 것이 아니라 불충분하다는 것을 의미한다. 따라서 기능주의나 연방제 같은 통합에 관한 일반이론보다는 1국 민족국가에서 분단으로 결과된 2국가라는 특수한 국가관계라 할 남북관계에 서는 중범위 수준의 통합과정에 작용하는 하위요소 조건에 대한 분석을 통해 양측 통일방안의 수렴점을 모색하는 접근이 필요하다고 본다. 이러한 접근은 불가분 기존의 통합연구보다 더 세분화된 하위요소에 있어 구체적인 연구를 필요로 하고 있다. 협의주의적인 통합설명에서는 비정치적 접근보다는 오히려 과감한 정치적 접근을 시도하면서도 기존의 정치제도나 주권을 고집하지 않기 때문에 남북한의 정치적 통합과정에 탄력적으로 응용할 부분이 많다. 이미 해방기에 남북통합에 있어서 정당을 행위자로 한 통합선거가 논의된 사례는 미래의 남북통합에도 시사하는 바가 적지 않다. 현재 남북협력 혹은 남북대화의 진전은 그것이 특정한 합의적 틀에 따라 제도화되어 있지 않기 때문에 그때그때의 이슈에 따라 이후의 제도화 유형을 만들어 나가는 ‘과정적 제도화’의 단계를 밟을 수밖에 없다. 그렇기 때문에 정당을 매개한 남북협력의 제도화 같은 연구는 여타 부분연구에도 적용시켜 통합에 작용하는 다양한 요소에 이론적, 정책적 투사를 할 수 있다.
Abstract
This study is focus on the roles of political party in the research of integration of the Two Koreas, using by the concept of ‘consociational democracy’ of Lijphart's. The mean of 'political party' in this approach, contain not only political party, but also social organizations which asserted in North Korea's side. Consociational democracy has mentioned on those of strategy and policy in social economic conflicts, conditions or methods which can be controlled in democratic political institution. Consociational democracy has some mean of federalism in the process of assertive political approach, compare with non-political approach. More important that, consociational democracy is not insist one-way political institution and sovereignty of one's. It admits each own differences in separated community's and try to political integration each other by some combined political mechanisms in consociational democracy. That way, as the method of unification way in Two Korea, consociational democracy can be adapted as a 'third choice' in integration method of unified Korea. In this process, the free general election in the Korean Peninsular is common elements between the Two Koreas. Unified Korea can contain some political devices in consociational democracy like division of powers, balanced bicameral system, multiparty system, proportional representation, federalism, minority's veto.
