본 연구는 국민행복지수를 3개의 대항목, 20개의 중항목, 34개의 소항목으로나누어 산출하고 국민행복을 높이기 위한 정책적 시사점을 유도하였다. 2003년1분기부터 2014년 4분기까지의 자료를 이용한 결과, 3개의 대항목인 경제성과및 지속가능성, 삶의 질, 경제/사회 안정 및 안전의 중요도는 비슷하게 나타나고 있다. 중항목의 중요도에서 상위 10대 중항목으로는 고용, 건강, 인적자본형성 및 노동생산성, 사회안전, 민간교육비 지출 등으로 나타난다. 반면 박근혜정부의 주요공약은 고용률(70%), 중산층 70% 복원, 반값등록금(교육), 소득분배 개선, 건강(사망률, 기대수명) 및 의료복지 개선, 사회안전(사회폭력,식품안전 등), 노동의 질(정규직 비중) 등으로 이중 고용률, 사회안전, 교육(반값등록금), 건강, 노동의 질(비정규직 비중)은 전문가 서베이에서도 중요한 것으로 나타나 국민행복증대를 위한 정부의 주요공약들이 경제전문가들의 생각과 어느정도 일치하는 것으로 나타난다.
Abstract
In this study, we calculate the National Happiness Index in South Korea using three large, 20 middle, and 34 small categories. The three large categories are similar in importance. The most important middle categories are employment, health, human capital and labor productivity, social safety, and household educational expenditure. The important pledges relate to the employment-population rate, restoration of economic middle class, educational expenditure in universities, improvement of income distribution, health and improvement of medical welfare, social safety, and quality of labor. Among the pledges, employment-population rate, social safety, education, health, and quality of labor are important in the expert survey.
