주관적 행복의 객관적 조건: 정부의 행복정책과 행복학 연구에 관한 비판적 검토

초록

이 글은 박근혜 정부의 “행복”과 시민사회의 “안녕” 담론이 어긋날 뿐만 아니라 부딪히는 현상을 규명하는 것을 목적으로 한다. 이를 위해 한국의 행복 지수, 이 지수 평가의 근거가 된 행복연구의 핵심 주제들과 주관적 행복 개념을 살펴보고, 이어 행복에 대한 이해를 심화하기 위해 철학적 논의로 전환해 인간의 만듦새와 행복을 느끼는 조건의 보편성에 관해 논구한다. 이 과정에서 물질적 풍요와 적절한 환경, 건강 등을 통해 내감이 판단하는 쾌감이 충족되고, 여기에 내감의 또 다른 판단 대상인 재미, 아름다움, 옮음 및 사랑의 연대감까지 충족되었을 때 비로소 진정한 행복, 안녕, 웰빙 상태에 이를 수 있다는 것이 확인된다. 이를 준거로 정부의 “국민행복”과 시민사회의 “안녕들 하십니까”를 비교해보면 경제발전, 이익, 복지 등으로 표현된 전자는 내감의 쾌통감각을 강조한 반면 정의, 공분, 연대 등으로 표현된 후자는 내감의 시비감각에 훨씬 더 호소하고 있음을 알 수 있다.

Abstract

This paper aims to clarify the discrepancy in “well-being” discourse between the Park Geun-hye government and the civil society in Korea. To this end, we will look at Korea's happiness indices, the core themes of happiness research which are the basis of those indices evaluation, and the concept of subjective well-being (SWB), and then switch to philosophical discussion to deepen understanding of happiness and the original structure of human-being. During this process the following fact will be confirmed that true well-being is only possible when the inner sense judges pleasure by the material abundance, the proper environment, the health, etc. and in addition to that, when senses of beauty, play, and right/wrong are satisfied. Resultingly it can be seen that the civil society is much more appealing to the feeling of right and wrong, whereas the government empathizes the feeling of pleasure and pain.
