한미 FTA 특혜관세 활용의 결정요인

초록

본 연구는 한미 자유무역협정(FTA)의 품목별 특혜관세 수입활용률에 영향을 미치는결정요인을 분석하였다. 실증분석을 위한 연구모형은 FTA 활용이 비용과 편익에따라서 결정된다는 기존의 연구가설에 기초하고 있으며, 2021년에 데이터를 활용하여 통상최소자승법, 로버스트 회귀분석, 토빗 모형으로 추정하여 결과를 비교 검토하였다. 실증 분석의 결과에 따르면, 한미 FTA의 수입활용률은 수입규모와 특혜마진이클수록 증가하였고, 수입단가가 클수록 감소하는 것으로 나타났다. 반면에 원산지규정의 엄격성은 FTA 활용률과 유의미한 상관관계를 발견하지 못하였고, 산업더미의포함 여부에 따라 통계적 유의성도 달라졌다. 아울러 본 연구에서는 제품 생산의복잡성이 클수록 FTA 활용률이 높다는 것도 확인할 수 있었으며, 소비재나 자본재보다 원재료에서 특혜관세의 활용률이 높은 것으로 나타났다.

Abstract

Using the bilateral trade data at the product level by tariff schemes, this study examines the determinants of the preferential tariff utilization among Korean importers under the Korea–US free trade agreement (FTA). This study finds that potential duty savings positively influence the utilization of FTA preferential tariff rates. However, although existing studies have focused on the effects of rules of origin (ROO), the results show that the restrictiveness of ROO has no effect on the utilization of FTA schemes. This suggests that the fixed cost of using preferential tariff rates will likely decrease with time and with experience. Finally, the findings further reveal that the more complex the product, the higher the FTA utilization rate.
