한미 FTA 원산지기준의 주요내용과 경제효과 추정: NAFTA 특혜관세 이용률 활용

한미 FTA의 경제효과가 높을 것으로 예상되고 있지만, 그 경제효과는 원산지기준 등 다양한 요소에 의해 영향 받을 수 있다. 한미 FTA 논의과정에서 원산지기준은 섬유 등 특정분야에 한정되었으나, 전체 경제효과와 연관시켜 논의되지는 않았다. 까다로운 원산지기준이 FTA 경제이익을 낮출 수는 있다는 점에 대해서는 학계가 인정하고 있다. 본 논문은 FTA에서 원산지기준의 역할 및 관련 주요 내용을 간략하게 정리하고, 미국과의 FTA에서 원산지기준이 FTA 경제효과에 미칠 영향을 추정하였다. 본 논문에 따르면, 원산지기준으로 인한 수출순실은 한미 FTA로 인한 대미 수출 증가예상액 대비 3.8% 및 2005년 대미 수출액 대비 0.58%가 되는 것으로 계산되었다. 비록 섬유 등에 대해 까다로운 원산지기준이 채택되었으나, 한미 FTA는 경제적으로 타당한 협정이며, 원산지기준을 한미 FTA의 반대논거로 보기는 어렵다는 점을 본 논문은 시사하고 있다.
Abstract
The Korea-US (KORUS) FTA was officially signed June 2007. There are many issues that anti-FTA groups have argued against the FTA with US. One of them is stringent and complicated rules of origin (ROO) of the FTA, and those groups have pointed out that Korea would not be beneficial with the FTA because of the stringency of the ROO, without assessing the effects of the ROO on Korean economy. This paper tries to assess the economic effects of the ROO of the KORUS FTA, and to evaluate whether the ROO would be detrimental enough to make Korea worse off with the FTA.
