주권, 세계 구상, 자유주의적 국제주의의 계보

초록

이 글은 ‘주권’을 보장하는 ‘민족자결주의’와 자유주의적 국제주의의 이상으로 표현되는 ‘국제적 기구’의 출현이 동시적으로 등장한 배경이 무엇인지에 대한 의문에서 출발한다. 다른 한편으로는 ‘주권’적인 국민국가를 세계적으로 실현하고자하는 ‘민족자결주의’의 이 이상이 왜 ‘위임통치’와 ‘신탁통치’라는 형태로 (탈)식민지민에게 강제되었는가에 대한 문제제이기도 하다. 19세기 제국들과 국민국가들 위에 상위체를 두지 않던 ‘유럽협조체제’에 반해, 주권을 보장하는 국민국가 개념의 기초인 민족자결주의는 국제적 연합체 구상과연동되어 있었다. 이 국제적 연합체의 위임통치·신탁통치 구상은 식민지민을국민국가의 ‘주권자’로 격상시키기까지의 간극, 자유주의의 ‘인간’과 ‘시민’ 간의 균열을 보여 준다. 식민지 동남아시아에서 이 간극은 식민지라는 예외적 상황에서(아직) 시민이 될 수 없는 인간들에 대한 인종주의의 형태로 나타났다면, 1945년이후 남한에서는 ‘냉전’이라는 구성된 예외적 상황에서 시민이 될 수 없는 자들을야만적으로 배제하는 형태로 드러났다. 자유무역을 통한 (탈)식민지의 경제발전(개발)과, 위임·신탁통치를 통한 (탈)식민지민의 주권자로의 훈육, 그 관리자로서 국제적 기구라는 자유주의적 국제주의의 세계적 기획은, (탈)식민지를 예외 상태로 만들거나 이를 가속화시켰다

Abstract

A people’s right to self-determination depends on the existence of some form of international association, currently instantiated as the United Nations, which can ensure that the nation-state concept embodies the concept of ‘sovereignty’. This represents a fundamental alternative to the 'European Concert’, which lacked any higher system than empires and nation-states. The idea of a ‘mandate’ or a ‘trusteeship’ through which such international associations can apply the principles of liberalism to facilitate an advance in the status of colonial peoples to become a sovereign nation, reveals a theoretical dissonance between ‘man’ and ‘citizen’. Such flaws allow, for example, the manifestation of racism, which prevents some humans from being considered eligible as citizens, as seen in the exceptional circumstances of colonial Southeast Asia, and in the brutal exclusion from citizenship which some experienced during the Cold War in South Korea following liberation in 1945.
