사회복지부문 돌봄 관련 일자리의 질 저하에 관한 연구

본 연구는 사회복지부문에 광범위하게 등장한 돌봄 노동자의 낮은 처우와 근로조건의 열악성에 주목하고 이들이 일자리 질에 부정적 영향을 미침에도 불구하고 확장되는 구조와 원인을 살펴본다. 구체적으로 2000년대 이후 정부의 정책적 개입에 의한 돌봄 서비스 확대와 이에 따른 사회복지서비스 부문의 근로조건 변화를 살펴보고 향후 사회복지서비스 부문 일자리 질의 전반적 하향화 위험성을 개괄하였다. 전통적으로 저임금 직종으로 분류되던 사회복지서비스 부문은 최근 돌봄 서비스 확대와 함께 다른 유사 직종에 비해서도 상대적으로 근로조건이 나빠지는 경향이 더욱 뚜렷해지고 있다. 무엇보다도 직접적 돌봄을 제공하는 인력일수록, 여성 비율이 높을수록, 전문 직종으로 한정해도 여성 비율이 높을수록 저임금화가 뚜렷하여 ‘돌봄’에 대한 가치절하와 성차별이 중층적으로 영향을 주고 있음을 알 수 있다. 사회복지부문 돌봄 종사자가 근로조건의 열악성에도 불구하고 저항 없이 확대된 구조적 요인으로는 사회복지부문 내부노동시장의 계층화와 단절, 돌봄 종사자의 보이지 않는 인력화와 개별화, 성별분업 이데올로기 작동, 비공식부문으로 인한 공식부문 돌봄 종사자의 주변화 등이 존재하고 있었다. 결론에서는 향후 사회복지부문 돌봄 관련 일자리의근로조건 개선 방안을 다양한 차원에서 제안하였다.
Abstract
The study focuses on the low status and poor working conditions of careworkers, in the social welfare service sector, which is increasinglyexpanding, and shows the effect on the quality of work. Specifically, thestudy reviews the development of care work and the policy interventionssince the care crisis of the 2000s, and discusses the possibility ofdegradation in the quality of work in the whole social welfare service sector. Up until recently, social welfare service has been considered as an area oflow-wage labor. However, the wage level in the social welfare servicesector has dropped relative to other comparable sectors since the recentincrease in the number of care workers. Poorer conditions are especiallystriking in the case of direct service workers and women workers. The studyexplores how the combination of devaluation of ‘caring’ and discriminationagainst women influences low status and bad working conditions of careworkers. In conclusion, counter-measurements are suggested to improve theworking conditions of care workers and social welfare service workers.
