One of the most serious obstacles that independent Kyrgyzstan faced in the process of nation-state building was the absence of national identity that Kyrgyz people was able to share. Therefore the Kyrgyz nation building has been proceeded in a way which Kyrgyzstani leaders have invented or created a Kyrgyz national identity that they perceived had been suppressed or absent in the past, then have made it a basis of state legitimacy and national integration, and finally have strengthened their political legitimacy and power through this mechanism. It is a kind of ‘identity politics' in Kyrgyz style. Kyrgyzstan, nowadays, is entering into a new stage, where she needs to formulate and develop a civic state identity, a common belief that ‘we are Kyrgyzstani' shared by all Kyrgyzstani citizens. This new concept of State identity is moving beyond the past emphasis of a Kyrgyz national identity that ‘we are Kyrgyz,' which was needed in the initial phase of Kyrgyz nation-state building.
