국제개발 협력을 위한 키르기스스탄 시민교육에 대한 일고찰

본 논문은 키르기스스탄의 국제개발 협력을 위한 시론으로서 중앙아시아의 민주주의 섬이라 불리는 키르기스스탄의 시민교육을 탐색하면서 지속 가능한 시민교육을 위한 기초적인 탐색을 한다. 민주화 진퇴를 거듭하는 원인으로 씨족 중심의 정치, 만연된 부패카르텔, 정당제도의 미발달을 지적하면서 이들 원인으로 인한 민주화 걸림돌을 극복하기 위하여 시민교육의 필요성을 강조한다. 키르기스스탄의 시민교육 실태를 개괄적으로 파악하기 위하여 중등교육, 대학 교육, 성인교육으로 대별하여 살펴보고 있는데, 외부 지원에 의존하는 경향이 강함을 알 수 있고, 민족건설 차원의 통합을 위하여 민족 영웅인 마나스를 강조하는 특징을 알 수 있다. 앞으로 이 연구가 파트너국가로서 국제개발 협력을 모색하는데 현지 맥락에 걸 맞는 시민교육 프로젝트로 키르기스스탄의 민주화 노력에 기여하길 바란다.
Abstract
It is the preliminary study on Kyzgyzstan's citizenship education that will launch the global development partnership with the Kyzgyz Republic. Now Kyzgyzstan&s democratization is going over the tear valley. It has three obstacles to democratization: clan politics, non-development of institutionalization of the congress and political party systems, and corruption cartels of political leaders. For the democratization of it, I suggested using citizenship education to develop democracy in it. For this purpose, in this paper I research the secondary citizenship education, university&s and adult&s one. Through this study, I found that it is an island of democracy in Centural Asia. There is hope there for the democratization of it. I found the Manas to be a symbol of unity for the Kyzgyz people in the efforts of citizenship education. In this context, the Manas statue was constructed in the center of Alatoo Square in the capital city, Bishkek, after becoming independent from the Soviet Union in 1991. Of course, his stories are now stressed in each school. He is respected and admired by the people in everyday life. We must consider of it for making a partnership for developing global partnership with Kyzgyzstan.
