초록
Kazakhstan has failed the construction of the 'Nation-State' relatively as compared with other Central Asian states. This evaluation is from various reasons: the Kazakh was minority at the time of independence according to the spread of population and there are about 120 nations, including Russians at this country. This research tries to analyze the failure of the construction of the 'Nation-State' in Kazakhstan from the problems of the Kazakh Political Elites' identity apart from the upper reasons. As we know, the Kazakh Political Elites are from the high-ranking government official in the former Soviet Union and have rights to decide on a direction to the construction of the 'Nation-State'. They wanted to construct the 'Nation-State' during the early 1990s but changed the national policy from Nationalism to the unification of the Nation in 1995. Above all, the population of the Kazakh is more than 60% of the overall Kazakhstan population from 1997. In my opinions, these external problems as like the component ratio of the population have a difficulty to analyze these situations objectively. So, we may consider the Kazakh Political Elites' identity as the critical variable to analyze the failure of the construction of the 'Nation-State' in Kazakhstan. To establish the direct connection between the construction of the 'Nation-State' in Kazakhstan and the Kazakh Political Elites' identity this paper has research contents as it follows: First, the formation process of the Kazakh Political Elites from the Russian Empire to the collapse of the Soviet Union is analyzed. Second, the power structure among the main 3 clan groups as like 'the Great jüz, the Middle jüz, the Little jüz' in Kazakhstan after the Independence is analyzed. Third, based on the upper analyses, the Kazakh Political Elites' identity is analyzed and the national policies are reinterpreted.
