러시아의 지역 산업구조 변화 분석: 특화계수와 노동생산성을 중심으로

본 연구는 푸틴 3기(2012~2017)에 나타난 러시아의 8개 연방관구별 지역총생산(GRDP)을 토대로 산업구조의 변화와 고용확대의 관계를 분석하고 있다. 지역경제 성장론을 토대로 산업별 특화계수(LQ)와 노동생산성(LP)을 산출하고, 이를 토대로 지역별 및 산업부문별 지역총생산(GLQ), 종사자수(ELQ), 노동생산성(LP)의 변화와 각 변수간의 관계를 분석하였다. 분석기간 동안 GRDP는 50.1% 성장하였으며, 제조업이 가장 큰 17.4%를 차지하고 있는 것으로 확인되었다. 성장세가 두드러진 산업은 교육업이며, 부동산업은 역성장을 기록하였다. 산업구조 및 비교우위산업의 변화와 지역총생산의 고용확대 효과를 분석한 결과, 다음 네 가지 결론을 얻었다. 첫째, 분석기간 동안 지역 간 커다란 구조변화는 확인되지 않았으나 산업구조에서는 지각변동이 확인되었다. 둘째, 산업별, 지역별 성장 편차와 성장산업의 지역 간 편차가 나타났다. 셋째, 지역별로 차이는 있으나 비교우위에 변화가 나타난 산업은 교육업, 건설업, 보건사회서비스업, 전기가스수도업이다. 이 가운데 보건사회서비스업과 전기가스수도업은 비교우위산업으로 진입하였으며 교육업과 건설업은 비교우위산업에서 밀려났다. 넷째, 지역총생산의 고용확대 효과는 일률적이지 않은 것으로 확인되었다.
Abstract
This study analyzes the relations between the changes of industrial structure and employment expansion of Russia’s eight federal districts in the Third Term of Vladimir Putin’s Presidency. The study evaluated the relations between the gross regional domestic product (GRDP), number of workers, changes of labor productivity and each variable based on the calculating specialized coefficients by the regional economic growth theory. The following four conclusions were obtained as a result of analyzing the changes in industrial structure, comparative advantage industries and the employment expansion effect of regional gross output. 1) Large structural changes between regions were not confirmed, but perceptual changes were observed in industrial structures during the analysis period between regions during the analysis period. 2) There were variation in growth by industry, region and variation between regions in growth industries. 3) The industries that show changes in comparative advantage were education, construction, health and social service, and electricity and gas water supply although there were regional differences. Among those, the health society, the electricity and gas water supply industry entered the comparative advantage industry, and the education, construction industry were pushed out of the comparative advantage industry. 4) It was confirmed that the employment expansion effect of regional gross product was not uniform.
