Abstract

This study analyzes trends in regional economic disparities in Russia from 2000 to 2024 and examines shifts in regional development policy. In a resource-dependent economy marked by center–periphery imbalance, such disparities have posed persistent socio-political challenges. Using indicators like the coefficient of variation (CV), Herfindahl-Hirschman Index (HHI), and Theil Entropy Index (TEI), the study finds that gradual growth in underdeveloped regions since the 2000s has partially narrowed interregional gaps. It further explores the structural features of regional policy and fiscal federalism under the Putin administration, evaluating how the shift from egalitarian redistribution to growth-oriented “strategic hubs” has affected inequality. Case studies on cluster initiatives, Special Economic Zones (SEZs), Territories of Advanced Development (TADs), and megaprojects reveal both positive and negative outcomes. The study also assesses how shocks such as COVID-19, the war in Ukraine, industrial restructuring, and tax reforms have reshaped regional economies, concluding with recommendations for more sustainable and equitable development strategies.
