민주주의와 사회주의의 상호관계에 대한 정치적 분석은 자본주의에서 사회주의로의 이행문제, 곧 ‘이행의 정치학’의 핵심쟁점으로서 국가 문제를 발생시킨다. 민주주의와 사회주의의 관계분석에 이행과 국가의 문제를 대입할 경우, 민주주의와 사회주의를 단순 병렬해서 쓰는 용법에 문제가 있음을 확인할 수 있다. 이러한 모순을 극복하기 위해, 이 글에서는 ‘사회주의적 민주주의’와 ‘민주적 사회주의’를 각기 분리된 서로 다른 역사적 계기를 형성하는 개념으로 사용한다. 특별히 여기서 중점적으로 강조하여 다루고자 하는 주제는 자본주의에서 사회주의로의 이행기의 정치를 표현하는 개념으로서의 ‘사회주의적 민주주의’다. 기존의 사회주의 정치이론들은 사회주의적 민주주의 문제를 제대로 다루지 않은 채 곧바로 민주적 사회주의 문제로 도약했다. 이는 사회주의 혁명은 그 자체로 민주주의적이라는 단선적 추론에서 비롯된 것이라고 할 수 있다. 하지만 역사는 민주주의적이지 않으면서 사회주의적이었던 사례를 입증하고 있다. 이 글은 기존 사회주의 이론에 대한 분석적 고찰을 통해 이행의 정치학의 구성 부분을 점검한다. 이러한 작업은 향후 새로운 사회주의 정치이론의 문법을 구성하고자 하는 일련의 계획의 서론부에 해당한다.
Abstract
This article examines the feasibility of the socialist democracy focusing of state theory in the Marxist political thoughts for reconstruction of progressive political grammar. Animating to the modern socialist theory, we cannot but terminate with the hypocritical traditions between the negative view on state, so called ‘state withering away theory’ and the soviet state infallibility in history. To overcome those lacunae, this article proposes the positive view on the socialist democratic state as the state of transition period from the capitalist system to the socialist one. In the socialist democracy theory, the main political power will be founded on the intertwined dynamism between the social rights state of the political center and the people society, which constitutes the people life economy sector and the autonomous social grassroots movements of the local range. In conclusion, the socialist democratic state would be so busy in the transition period that the main debate theme of the socialist political theory should be focused on the positive theory of the state, for example, the check and balanced democratic relations of state and people society, which is different from the bourgeois democratic rigid form of the ossified legalism. This complex and irreducible democratic tensed relation between the state and the civil society including social movements and self-sufficient socio-economic local cells conceptualizes the term of political dynamism to demand the politics of social rights.
