Abstract

The Chinese regime after the reform and opening from the late 1970s can be defined as a ‘socialist developmental mobilization regime’. Although this regime has achieved a successful growth or development, it came to be confronted with ‘crisis coming from success’. This crisis is expressed in such phenomena as breakdown of the identification of the party-state and the society, victimization of workers and peasants as the main driving force of the Chinese revolution, a new emergence of demand for new political and social plurality, especially from the affluent new upper class and young generation, spread of diverse kinds of insurgences, etc. If these phenomena were to have a inter-locking relation and converge each other, it could result in ‘statization of crisis’,which means that all kinds of opposition turn to that against the state. Despite of this, there is no political mechanism to absorb those potential of crisis. Here I argue to imagine constructing a ‘democracy with Chinese character’in the name of forming a ‘socialist hegemonic political regime’. For this,we have to epistemologically come over a ‘over-universalistic view’ of democracy, which presupposes its Western form as standard one, and a ‘over-particularistic’view, which defines democracy as a implantation of imperialist things. Just as Chinese regime separated the capitalism and market and appropriated the latter to the Chinese economy in the name of making it more viable, it should divide the bourgeois democracy and ‘democratic elements’, and combine the latter to the Chinese political system in the name of enriching it. For realizing the democracy with Chines character in the reality, ‘a new democratic political space’ should be institutionalized to allow autonomy to different views and political voices in accordance to differentiation of economic interests and political attitudes. Along with this, the elite of the Chinese regime should overcome the existing view to think of diverse protests in such a space as hostile to the Communist regime, and re-position such a space as a part of a kind of ‘socialist governance’. In order for the protests to be a chance to activate the current regime positively and not to dismantle it, the non-governmental left should strengthen the radical practices to prevent the public from being friendly to Western type of market capitalism and bourgeois democracy, which privileges the private ownership, and confines democracy within the structural boundary of capitalism. In addition, in order to mitigate the hostility of political conflicts, the reform to make the market economy more public and social should be pursued.
