마르크스의 ‘정치이론-가설’과: ‘추첨제 시민의회’ 대안의 적실성

자본의 사적 소유의 권리, 노동자의 생존·생활의 권리(사회적 권리), 정치적 권리등의 상호 연관으로 구성되는 마르크스의 권리체계 이론은, 정치적 권리가 매개항이 되어 부르주아 사회에는 노동의 진영이 주도하는 ‘정치적 권리의 강화 → 민주주의 강화 → 사회적 권리의 확대’라는 길과 역으로 자본의 진영이 주도하는 ‘정치적 권리의 약화 → 민주주의 약화 → 사회적 권리의 축소 및 기업 권력 강화’의길이라는 상반되고 적대적인 두 길이 항상적으로 다투는 관계하에 있게 된다는 가설(마르크스의 ‘정치이론 가설’)을 세울 수 있게 한다. 이 가설의 관점에서 보면 ‘추첨제 시민의회’ 프로그램에는 시민의 정치적 권리를확대시키는 제도적 장치가 착근되어 있어, 이 프로그램은 적절한 정치 전략적 실행방안만 구비한다면 오늘날 부르주아 사회가 직면하고 있는 ‘민주주의 위기’에 대한적실한 대안이 될 수 있다.
Abstract
Marx’s theory of rights, which is composed of the mutual relations of the right of bourgeoisie to private property, the labourer’s right to live and human life(social rights), and political rights, enables us to hypothesize that bourgeoisie society contains two antagonistic political lines. The first, led by labor, is the line of: ‘strengthening of political rights → strengthening of democracy → expansion of social rights’; The second, led by capital, is the line of: ‘weakening of political rights → weakening of democracy → reduction of social rights’, which can be regarded as Marx’s ‘political theory-hypothesis’. Based on the ‘political theory-hypothesis’, a program of ‘sortition citizen- legislature’, which contains the strengthening of political rights, -if properly implemented -can be a relevant alternative to the ‘crisis of democracy’ in contemporary bourgeoisie society.
