초록
최근의 제국 논의와 관련하여 ‘제국에 대항하는 대중’이라는 문제설정에서 볼필요가 있다고 생각한다. 제국의 지배만을 강조할 것이 아니라 제국에 대항하는대중의 움직임에 초점을 맞추자는 것이다. 전 지구적(제국) 권력은 국민국가들뿐 아니라 다양한 국제기구와 초국적 기업들이 만들어낸 네트워크들, 그리고 대의제를 통해 표현되는 인민들과 그들을 대표하는 NGO와 같은 조직들로 이루어져 있다. 제국 권력에 맞서서 대중은 다양한 방식으로 투쟁해 나간다. 반세계화 운동은 세계화의 주도세력 및 국제기구에 대한 포위·타격 투쟁과 신자유주의적 세계화의 대안에 대한 토론과 논쟁의 장으로서 세계사회포럼이라는양 축으로 전개되고 있다. 자율운동은 기존의 노동운동에서는 노동계급 내부의 자율성을 증대시키고 불안정 노동층을 포괄하려는 방향으로 전개된다(공공영역의 확보). 또 사회적 공장에서는 다양한 층들과 청년들이 점거운동, 반핵운동, 여성운동, 환경운동 등과 결합하면서 지배체제가 강요하는 것과는 다른 삶의 방식들을 실험해 나가고 있다. 소수자운동은 소수자들이 자기정체성을 확인하고 자신들의 색다른 자유의 공간을 만들어가는 것으로 나타난다. 보이지 않는 운동은 생체정치적 투쟁이라고 할 수 있는 것으로, 일상생활에서대중이 자신의 욕망에 따라서 부과된 것들을 거부하거나 변형해 나감으로써 이것이 축적되어 커다란 변형을 가져올 수 있는 흐름이다. 이런 운동들을 통해서 대중은 기존의 제도화된 틀을 넘어서서 제국 권력과 대결해 나가며 제국을 압박한다. 그러면서 자신들의 자유의 공간을 확장해간다.
Abstract
Concerning about the recent discussion on the Empire, I think, it is necessary to include the problematic ‘Multitude against Empire.’ We must not only stress on the domination of Empire, but focus on the movement of Multitude against Empire. Global power is composed of nation states, networks of multiple interna- tional apparatuses, transnational enterprises, and peoples captured through representative mechanism, NGOs. Global power wants to coordinate the activity of multitude to its profit logic through the discipline mechanism. Against this overcoding global power, multitude struggles in various ways. In this article, I categorised movements of multitude in the period of Empire into four, as following: anti-globalization movement, autonomous movement, minority movement, unseen(biopolitical) movement. Anti-globalization movement, as a global people’s movement against the attack of the neo-liberal globalization, develops on the one hand as a enclosure-attack struggle against leading forceses of globalization and inter- national apparatuses, on the other hand makes World Social Forum as a field of discussion of the alternative to the neo-liberal globalization. At the moment of 9·11 accident, it develops in combined with anti-war movement, and seek new internationalism. Autonomous movement seeks towards the growth of autonomy of labouring class and experiments another life-process. Minority movement is developed by minorities who are conscious of their own collective identity and refuse to live according to the standardization. Unseen(biopolitical) movement is clandestinely developed at the everyday-life, tries to change the routinized process according to the desire of multitude. Through these movements, multitude goes beyond the instituted frame and presses on the Empire. Of course, expanding their own space of liberty.
