초록

이 연구는 한국인의 복지태도에서 성별(gender)은 어떤 영향을 미치는가, 성별 태도차이가 나타난다면 왜 그러한가를 설명하는 것을 목적으로 한다. 복지태도는 정부재정책임, 지출확대, 증세에 대한 태도로 구성되었고, 정부재정책임과 지출확대는 각 복지영역별로 태도의 차이를 살펴보았다. 첫째, 아동, 노인 등 돌봄관련 영역에서 여성이 남성보다 정부책임에 대한 선호가 높았다. 둘째, 지출 확대에서 전통적인 복지영역인 노인, 장애인, 빈곤층 지원에 대해서는 남성의 확대요구가 더 높고, 여성은 주거 및 고용과 같이 가처분소득과 연관이 높고 현재의 소득 및 지출 불안과 관련되는 영역에서 확대의 필요성을 지지했다. 마지막으로 증세에 대한 태도는 연령, 교육, 소득계층, 복지지위를 모두 통제하더라도 여성의 증세태도가 남성보다 부정적이었다. 그간 한국사회의 복지태도 연구에서는 계급 및 계층이 복지태도에 어떤 영향을 미치는가에 대한 탐구가 주로 이루어져왔고, 성별에 대한 관심은 상대적으로 취약했다. 이 연구는 한국인의 복지태도에서 성별의 영향을 본격적으로 탐구했으며, 그 결과 서구와는 다른 성별효과가 나타남을 발견했다. 결론부분에서 그 함의를 토론했다

Abstract

The aim of this study is to find out the gender difference in welfare attitudes in Korea and explore the meaning of this gender gap. Welfare attitudes are composed of three variables: government financial responsibility among various welfare areas, government expenditure increase for different welfare services and opinions about tax increase for welfare purposes. Findings are as follows. First, women are more supportive for governmental financial responsibility in children and elderly services, reflecting their interests in care. Second, in terms of government expenditure increase, women are more likely to support the expansion in housing and unemployment welfare than men. On the other hand, men are more willing to support more expenditure in services for elderly, disabled and the poor than women. Lastly, men are more supportive for tax increase. These results are quite different from the findings of the studies of public attitudes in western welfare states. The meaning and implication of this gender gap is discussed in conclusion.
