연성기반 모성정부의 시론적 고찰 - 여성성(女性性)의 전략적 활용 -

이 글은 모성정부의 개념적 기초를 마련하고자 한다. 기존 정부조직과 기능으로는 변화하는 21세기를 효율적으로 대응할 수 없다는 문제인식하에 창조국가의 행정모습으로 연성적 모성정부를 설정, 그 실천방안의 탐색에 목적이 있다. 그 이유는 여성성의 강점인 유연성에 대한 관심이 증폭되고 있는 시점에서 연성기질을 갖는 모성정부에 대한 이해를 확립할 필요가 있기 때문이다. 이를 위해 본 글에서는 작고 능률적인 정부를 위한 노력이 성과를 얻지 못한 까닭이 ‘경직된 행정’에서 비롯되었다고 이해하였다. 그리고 정부혁신을 위한 실천적 노력이 실효를 거두려면 연성행정으로의 전환이 요망된다는 점을 강조하고 있다. 아울러 그동안 여러 갈래로 분기된 미래지향적 행정모형의 바탕이자 상위맥락으로서 연성행정이 갖는 이론 및 정책적 함의를 담고 있다. 본 글이 경험에 바탕을 둔 것이 아닌 까닭에 애매하거나 추상적인 부분이 없지 않다. 그렇지만 미래행정 전반에 대한 좀 더 본격적인 학문적 의사소통의 단초를 마련하는데 뜻을 두며, 미흡한 부분은 지속적인 연구를 통해 보완하기로 한다.
Abstract
This article is intended to provide a conceptual basis of maternal government. Existing government structures and functions include setting an annual figure of sexual Maternal government administrative problems created under the perception that the country can effectively respond to changes in the 21st century, there is a purpose to seek its practices. Interest in the strength of female flexibility, it is necessary to establish an understanding of the resistance with a flexible substrates at a time when the government is amplified. To this end, this paper was to understand the reason did not get the expected results of this effort for a small, efficient government that comes from the rigid administration. And the practical efforts of recent government reforms to reap the effective and stressed that the transition to a flexible administration is desired. In addition, it contains the meantime, theoretical and political implications as a flexible administration based on the context of a future-oriented and top administration model that branches into several branches. The content of this article is vague on why, rather than based on experience or not without an abstract piece. However, this paper provide a clue to the meaning of a more authentic scholarly communication for the overall future administration, insufficient part will be complemented by ongoing research.
