한국의 복지태도와 복지제도: 개별 복지제도에 대한 경제활동인구의 태도

복지국가 제도의 상이한 유형은 시민들에게 서로 다른 복지국가의 경험을 제공하여 특정한 복지제도에 대한 선호의 차이를 발생시킨다. 그리고 개별 복지제도에 대한 선호의 차이는 시민의 전반적 복지태도에도 영향을 미치며, 다시 개인적 정치 성향에도 영향을 미친다. 이러한 제도적 상호작용의 효과는 복지국가가 형성된 이후에 정치적 환경에도 영향을 준다. 이 논문은 한국의 복지제도별 복지태도를 분석하기 위하여 2010년에 수행된 한국복지패널 5차년도 자료를 활용한다. 조세와 사회보장 기여금의 주요 납부자인 경제활동인구를 분석대상으로 정했다. 독립변수는 계급적·인구사회학적 요인인 소득수준, 주요 경제활동 상태, 직종과 성별, 연령, 교육수준으로 정했다. 종속변수는 전반적인 복지태도 대신 사회보험, 공공부조, 사회투자에 해당하는 건강보험, 국민연금, 고용보험, 실업대책 및 빈곤층 생활 지원, 교육, 아동가족 지원에 대한 태도로 정했다. 그리하여 경제활동인구의 계급적, 인구사회학적 특성이 개별 복지제도의 선호에 미치는 영향을 분석하였다. 분석결과를 요약하면, 한국의 경우 서구와는 다르게 사회보험보다 사회투자의 지지도가 높게 나타났다. 그리고 모든 복지제도의 선호에 일관되게 영향을 미치는 변수는 발견되지 않았다. 하지만 각 제도에 투영된 이해관계가 개별 복지제도에 대한 선호에 영향을 미치는 것이 발견되었다. 소득 수준이 낮을 때 사회보험과 공공부조에 대한 태도가, 직종이 기능조립직 또는 단순노무직일 때 실업과 빈곤 지원에 대한 태도가 긍정적인 경향이 발견되었다. 이러한 발견은 경제활동인구의 복지태도의 비계급성과 비일관성이 강한 연관성을 갖는다는 연구결과와는 다소 상이한 것이다. 이 연구의 결과는 복지체제에 의한 복지제도의 특징이 대중의 복지태도에 체계적인 차이가 나타나도록 영향을 준다는 사실을 보여준다.
Abstract
A distinctive set of welfare state institutions reflects the collective patterns of social justice beliefs and egalitarian values. Each regime type provides its citizens a personal welfare state experience, and thus influences individual political orientations. This implies that institutional interaction effects, following the establishment of the welfare state arrangement and different welfare preference, set out to influence the political environment. This paper aims to analyze the effect of welfare regime on welfare attitudes while we explore the 2010 Korean Welfare Panel Data, focusing on the economically active population. Independent variables include income, employment, occupation, gender, age, education. Dependent variables include public support for welfare policies such as health, pension, employment insurance and unemployment benefit, income support, education, family with dependent children that shows the welfare attitude on social insurance, public assistance and social investment. This analysis shows that, unlike the Western countries, public support for social investment is stronger than that of social insurance in Korea. This study suggests that, despite of the absence of universal impact factor, the self interest and class interest are reflected in the public support for welfare policies. Unlike the conventional analysis, this study illustrates that low income earners have more positive attitudes toward social insurance and public assistance and low skilled workers have more positive attitudes toward unemployment benefit and anti-poverty policy. This supports the hypothesis of this study that the Korean welfare regime makes an impact on the welfare attitude of Korean people. This regime-dependent patterns confirm that there is a close link between welfare regime and welfare attitude. This study finds that institutional arrangements between the state, market and family would make an impact on systematic variations in public attitude for welfare policies.
