성인지 교육에 대한 ‘저항’의 의미 구성: 지방자치단체 공무원을 중심으로

초록

본 연구는 「양성평등기본법」 개정에 따라 공무원 성인지 교육이 확대되는 상황에서 그동안 성 주류화 연구가 주로 성별영향평가를 중심으로 이루어져 왔으며 성인지 교육에 대한 논의 역시 성과나 방법에만 초점이 맞춰져있을 뿐 성인지 교육에 대한 공무원의 경험에 대한 이해와 분석은 부족했다는 문제인식에 출발한다. 공무원 성인지 교육에 대한 ‘저항’ 연구는 성인지 교육의 성과를 부정하는 것이 아니라 성인지 교육이 직면하는 도전과 저항의 내용을 파악함으로써 성 주류화 전략의 이행과정에 어떤 갈등과 어려움이 있는지 예측하려는 것이다. 이를 위해 공무원과 젠더 전문가 심층면접을 진행하였으며, 연구 결과 공무원 성인지 교육에 대한 ‘저항’에는 첫째, 성평등을 ‘주변화’하거나 ‘사소화’ 하는 명시적 저항, 둘째, 성인지 교육이 제도화되면서 성평등 목적이 ‘희석’되고 형식화되는 내재적 저항, 끝으로 성별영향평가 제도와 성인지 교육에 대한 통합적 저항을 제도적 저항이 있음을 보여주었다. 성인지 교육은 관료조직을 넘어서 주류의 전환을 이끌어낼 수 있는 통합적 논의의 장이 될 수 있어야 하며, 이를 위해 정책행위자들이 교육의 주체가 될 수 있어야 한다. 그리고 젠더전문가들은 ‘분석가’나 ‘조언가’가 아닌 조직 안에서 젠더 관점을 정책 영역에 통합할 수 있도록 ‘촉진자’ 혹은 ‘지지자’가 될 수 있어야 할 것이다.

Abstract

This study has been focused on gender mainstreaming research mainly on gender impact assessment in the context of the expansion of gender training in civil service under the revision of the Framework Act on Gender Equality. The understanding and analysis of the civil servant's experience with gender training begins with a lack of awareness. 'Resistence' research on gender training in government officials is not to deny the outcome of gender education, but to identify the conflicts and difficulties in implementing the gender mainstreaming strategy by grasping the content of the challenges and resistances faced by gender training. To this end, in-depth interviews with public officials and gender experts were conducted. The results of this study are as follows: First, explicit resistance to 'marginalize' or 'minimize' gender equality, and second, gender education is institutionalized. As a result, it showed that there is institutional resistance to inherent resistance in which the purpose of gender equality is 'diluted' and formalized. Gender education should be an integrated forum for bringing the mainstream transition beyond bureaucracies, and policy actors should be the subject of education. And gender experts should be able to be "advocate" or "supporters" to integrate gender perspectives into policy areas within organizations, not "analysts" or "advisers."
