초록

본 논문은 성평등과 페미니즘에 대한 백래시가 늘어나는 상황에서 공무원 성인지 교육 ‘의무화’의 의미와 과제가 무엇인지 분석하려는 것이다. 성 주류화 전략으로서 성인지 교육의 의미와 ‘전환 가능성’을 위해 지금까지 시행된 성인지 교육의 문제를 5가지 측면에서 살펴보고, 대안을 모색하고자 하였다. 먼저, 성인지 교육의 목적은 성평등 실현을 위한 정책 행위자의 역할과 역량 강화를 위한 것이며, 이를 위해 성평등 개념과 목표 설정이 보다 구체화되어야 한다. 둘째, 교육현장의 내부적ㆍ외부적 저항에 대한 이해와 공무원 성평등 교육을 위한 페미니스트 페다고지가 필요하다. 셋째, 성 주류화 전략으로서 성인지 교육의 전환 가능성은 관료제 특성과 조직문화에 대한 이해, 그리고 조직의 변화가 함께 이루어질 때 실현가능하다. 넷째, 성인지 교육은 성평등 정책 추진을 위한 제도 중심의 교육과 공무원 교육에 성인지 관점을 통합한 이중 접근이 유효하다. 끝으로 젠더 전문 지식은 전문가 개인이 아닌 전문 영역(field)으로 발전해야 하며, 다양한 성인지 교육 방법과 전문가 역량 개발이 필요하다. 본 연구는 성인지 교육 ‘의무화’에 대한 시론적 연구로서 성인지 교육이 탈정치화되거나 형식적인 교육이 되지 않도록 다양한 행위주체의 경험과 성인지 교육의 이론적 논의가 지속되기를 기대한다.

Abstract

Gender training in Korea has expanded its targets to all public officials since June 2019. There has also been a growing backlash against gender equality policies and feminism. This paper aims to analyze related issues and propose some alternatives to realize its transformative potential as a gender mainstreaming strategy. The paper examined issues related to gender training from five aspects: first, the concept of gender equality, which is being misunderstood as the quantitative balance of women and men, should be clearly stated in the law as a matter of social justice. Second, resistance to gender training should be understood as a ‘productive tension,’ and feminist pedagogy is needed, accordingly. Third, it is necessary to change into a democratic and egalitarian organization for the transformation of the bureaucratic system itself as mainstream as well as the consciousness of individual public officials. Fourth, a dual approach to gender training is needed: one is to promote professional competence for promoting gender equality policies, and the other is to enhance competencies for integrating gender perspectives into existing work. Five and last, gender expertise should be positioned as a field of professional knowledge rather than depending on the competency of individual trainers, and based on this, various programs to strengthen the capabilities of gender experts should be systematically provided. More theoretical and empirical studies are needed to ensure that gender training functions as a transformative tool for gender equality rather than depoliticization and bureaucratization.
