2.3GHz 휴대인터넷은 기존 통신시스템들이 가지고 있는 기술적 한계를 극복하고, 향후 초고속인터넷시장과 이동 전화시장에서의 새로운 성장엔진으로서 최근 관심이 모아지고 있다. 특히 초고속의 무선인터넷서비스를 안정적으로 제공함으로써 유무선 통합시장에서의 주도권을 확보할 수 있는 중요한 기반을 제공할 것으로 예상된다. 그러나 휴대인터넷이 가지는 기술적 특성, 국내 통신서비스시장에 고유한 경쟁구도 및 현재 우리나라가 유무선 통합시장 진입의 과도기라는 점 등으로 인하여, 국내에서 논의되고 있는 휴대인터넷의 시장위상(market position)은 외국과는 매우 상이하게 접근되고 있는 것으로 보인다. 이에 따라 본 논문에서는 해외 주요국의 정책 및 사업자의 동향을 분석하고, 휴대인터넷의 기술적·사업적 측면을 고려한 바람직한 시장위상에 대하여 살펴보고 있다. 본 논문에서의 분석이 휴대인터넷과 관련하여 중복투자로 인한 사회적 손실과 사업자의 경쟁력 상실을 미연에 방지하고 정책 결정의 효율성 제고에 기여할 수 있기를 기대한다.
Abstract
The 2.3GHz Portable Internet is one of the most attractive service areas, which provides technical advantages against current telecommunication systems as well as potential growth to broadband Internet and wireless telecommunications markets. In addition, it will increase market initiatives in the fixed wireless convergence telecommunication market by providing high speed wireless internet services. But the market position of 2.3GHz Portable Internet in Korea differs from that in other countries due to different market structures and distinguished technological characteristics of Portable Internet. This article aims to introduce relevant policies and business models in key countries and to describe desirable market position of Portable Internet by analyzing technological and business characteristics of Portable Internet and by considering impacts on social welfare and competitiveness of telecommunications market.
