2017년 12월, 미국 FCC는 네트워크 사업자가 모든 인터넷 콘텐츠에 대한 평등한 접근권을 보장해야 한다는 망중립성 원칙의 폐지를 확정하였다. 이 결정은 향후 국내 망중립성 논의에 적지 않은 영향을 줄 것으로 예상되며, 이에 따라 본 연구는 경쟁 모형을 이용하여 망중립성 규제 여부에 따른 후생 효과를 분석하였다. 호텔링 모형(Hotelling Model)을 이용한 분석 결과, 유료급행회선(Paid Prioritization)을 허용한 경우보다 차별적 콘텐츠 전송을 금지하는 망중립성 규제 도입 시에 소비자 후생이 더 감소하였다. 또한, QoS 대가를 규제하는 망중립성 도입 시에도, 망중립성 미도입 경우보다 소비자 후생이 더 감소할 수 있음을 확인하였는데, 이는 QoS이용에 따른 한계편익이 충분히 높지 않은 경우 망중립성 규제에 따른 편익 증가에 비해 QoS가 보장된 OTT 가격 상승에 따른 편익 감소가 더 크기 때문인 것으로 분석되었다.
Abstract
In December 2017, FCC decided to repeal Obama-era net neutrality rules, which required internet service providers (ISPs) to offer equal access to all internet contents without giving preferential treatment to certain contents. As it is expected that this decision will drive the debate on domestic net neutrality issues, this study tries to investigate how the change in regulatory plans could affect market structure and consumer welfare by employing Hotelling’s model, aiming at providing new perspectives on net neutrality issues. We find that net neutrality regulation prohibiting from paid prioritization can decrease consumer surplus compared to the case where ISPs are allowed to charge CPs for preferential treatment. The results also suggest there exist parameter ranges for which network neutrality regulation requiring low fees to content providers (CPs) could rather decrease consumer surplus despite the benefit of QoS (Quality of Service) because QoS will raise the OTT service prices.
