온라인 사업자들이 일반 이용자에 비해 비용부담이 적은 현재의 인터넷 구조는 온라인 사업자들로부터 파생되는양면시장적 파급효과의 중요성을 감안할 때 효율성 측면에서 정당화될 수 있다. 그러나 일반 이용자들이 비대칭적인부담을 지는 구조는 정책적으로 바람직하지 않은 측면이 있고 이러한 문제는 트래픽 급증에 의해 심화될 것이다. 트래픽 문제에 대응하는 과정에서 이용자 요금제의 변화와 온라인 사업자의 부담 확대가 불가피한데 효율적 망 사용의 유인을 제공하면서도 이용자의 부담 증대와 양면시장적 효율성의 저해를 최소화하는 방안들을 고려할 필요가 있다. 관리망의 활성화를 통한 망 차별화는 흔히 망중립성을 위협하는 것으로 인식되나 트래픽 문제에 효과적으로 대응하면서망중립성을 보호하는 수단이 될 수 있다.
Abstract
Considering the importance of two-sided market effects generated from the online service providers side, it is justifiable in terms of efficiency that end users pay more for network cost than online service providers. From the policy perspective, however, the structure of imposing more burden on end users cannot be seen as desirable and such concern will grow with the rapid growth of traffic. Responding to the traffic issue, it would be inevitable to adjust end-user tariffs and to let the online service providers increase share of the burden. And it is critical that we consider the ways to minimize the growth of end users' burden and the adverse impact on the two-sided market efficiency while providing the incentives for efficient network usage. Although network differentiation through managed networks is often thought to threaten network neutrality, it might rather help protect network neutrality as well as address the traffic issue effectively.
