방송통신융합 시대의 내용 규제체계 진화 방향성 연구

본 연구에서는 국내 방송통신심의위원회의 기구 개편 및 구성과 운영방법에 대한 문제점을 지적하고 이를 개선하기 위한 방법으로써 자율 규제기구의 필요성을 제안하였다. 이를 위해 해외사례와의 분석적인 비교를 포함해 시나리오 네트워크 맵핑(SNM)을 실시하였다. SNM은 방송통신심의위에 발생할 수 있는 변인들을 각각의 경로에 따라 제시함으로써 심의위의 변화방향에 대해 단계적으로 설명할 수 있는 흐름도를 보여주었다. 본 논문은 정치적 공방 및 담론적 수준에 그칠 수 있는 정부기구 개편 및 규제체계에 대한 미래 방향성 논의를 체계적인 분석과 다양한 가능성 경로제안 그리고 실현가능한 정책적 시사점 제시로 발전시켰다는 점에 연구의 의의가 있다.
Abstract
This study is to point out several issues on the reorganization of the Korea Communications Standards Commission(KOCSC) and to propose the necessity of introduction of self regulation as a solution. The study was carried out mainly by the Scenario Network Mapping(SNM) combined with case studies in comparison of four countries. The SNM in this study involved 11 scenarios focusing on creating paths between the present and each of the 11 states. And each of these possibilities could become a separate linked scenario for KOCSC in the near future. This study would be appreciated and used by policy makers, researchers, and civil organizations for years to come in that it presented usable policy alternatives and ideas based on the systematic analysis including SNM which was used to overcome the limitation of worn-out political or rhetorical arguments over content regulation.
