인터넷과 관리형 서비스의 구분은 대개 트래픽 관리 기술의 적용 여부를 기준으로 하는데 망중립성 규제의 관점에서는 대체성을 기준으로 인터넷을 넓게 정의할 필요가 있다. 관리형 서비스는 망혼잡이 발생하는 상황에서 그 가치가 인식될 뿐 아니라 특정 종류의 트래픽을 수용하는 효율적 수단으로서도 가치를 갖게 된다. 그럼에도 불구하고 인터넷 기반의 온라인 서비스들은 그 영역을 확장하며 기존의 비IP 관리형 서비스들을 대체해가고 있는데, 이에 대해서는 서비스 자체의 혁신성이 부족한 경우 사회적 후생이 저해될 우려를 지적할 수 있다. 이러한 문제에 대응하기 위해서는, 관리형 서비스의 수직적 차별화 전략, 합리적 트래픽 관리의 강화 및 인터넷 요금제 개선, 결합상품의 전략적 검토, 제도적 지위의 확보 및 활용 등의 방안을 통해 관리형 서비스를 활성화하고 활용할 필요가 있다.
Abstract
A managed service is distinguished from Internet usually by its adoption of traffic management technology. From the viewpoint of network neutrality regulation, however, Internet needs to be defined more broadly according to the degree of substitution. Not only will managed services have their value recognized better in situations where network congestion occurs, but they will also become valuable as the efficient means to accommodate certain types of traffic. Nevertheless, Internet-based online services keep expanding their area now, replacing the existing non-IP managed services. It brings up the concern that social welfare could be harmed in case such online services lack the innovative qualities of their own. In order to cope with these problems, we need to promote and utilize managed services, which would be helped by the strategy of vertical differentiation, improving reasonable traffic management and Internet plans, strategic consideration of bundling, and securing and utilizing the institutional status.
