인터넷의 발전에는 개방된 인터넷 환경에서 시장 기능의 극대화와 자율적인 계약의 원칙이 적용된 인터넷 상호접속제도가 크게 기여하였다. 최근 인터넷의 역할이 단순한 데이터 플랫폼에서 미디어 전송 플랫폼으로 변화하고 특히일방향 비디오 스트리밍 트래픽이 증대하면서 전송품질에 대한 기대치도 증대하고 이에 따라 상호접속 환경이 크게 변화하고 있다. 2000년대 중반 이후 나타난 망중립성 이슈는 액세스 구간의 새로운 문제를 제기하였지만 인터넷 상호접속에는 큰 영향을 미치지 않고 있다. 향후에는 대규모 CP가 신규 서비스 개발과 상호접속제도 변화의 주체가 되겠지만 기존의 최선형 인터넷 아키텍처는 당분간 유지될 것으로 보인다. 규제 기관의 역할은 최선형 인터넷의 최소품질기준을 설정하고 모니터링하는 것과 최선형 구조의 적정성을 검토하고 시장실패 판단시 표준설정에 관여하는 것으로 요약된다
Abstract
The development of Internet owes to Internet interconnection system which is based on the maximization of market function and voluntary contracts under open Internet system. Recently, the role of Internet has changed into media transport platform from mere data platform. As one-way video streaming service increases, expectation on the quality of delivered contents, and it is transforming the Internet interconnection environments. Net neutrality is a new issue which appeared in mid 2000s, and it raises new question on the access part of the Internet, but has no effect on the issue of Internet interconnection. It is expected that large CPs will lead the development of new services and the transformation of the Internet interconnection system. However, the current best-effort Internet will remain the main architecture of the Internet in the near future. The role of a regulator is to set the minimum level of quality of the best-effort Internet and review the validity of the besteffort Internet as a standard. If the market fails to adopt a new standard due to path-dependence, there is a role for the government intervention on the standard issue.
