정보통신부의 존속기간 동안 우리나라 정보통신산업은 세계적으로 유래를 찾아보기 힘들 정도로 매우 빠르게 성장하였는데, 이를 뒷받침한 당시 정보통신부의 주요 정책을 살펴보는 것은 의미가 크다. 이에 본 논문은 정보통신부의 주요 정책에는 어떠한 것이 있었으며, 이에 대한 긍정적 성과와 비판적 시각이 무엇인지를 모두 살펴보고, 그 시사점을 모색하고자 한다. 정보통신부는 지식집약적인 정보통신산업을 육성하기 위해 통신시장 활성화, IT진흥, 정보화 분야에서 관련정책 수립, 기금 지원 및 전문인력 양성 등을 통해 체계적으로 지원하였다. 그 과정에서 정부의 과도한 개입이나 규제와 진흥이 단일부처에서 관할됨에 따른 부작용 등의 예기치 못한 문제점이 노출되기도 하였다. 그럼에도 불구하고 정보통신부가 통신시장에 경쟁을 도입하였고, 통신시장 매출액 및 서비스 보급률을 전 세계가 주목할 정도로 성장시켰으며, 최고 수준의 인프라 구축을 통해 정보사회로의 진입 기반을 마련한 성과 등은 성공적으로 평가된다. 한편, 정보통신부는 출범 당시의 목표를 달성하여 그 역할을 다했고, 방송통신 융합이라는 새로운 시대적 흐름에 적합하지 않다는 이유로 기능별 분산 및 해체의 과정을 겪었다. 그러나 본 논문은 해체 당시에 중요하게 논의되었어야 할 융합의 범위 및 IT의 역할에 대해서는 좀 더 고찰이 필요함을 지적하고 있다. 또한 본 논문은 정보통신부 사례에 비추어 볼 때 향후의 정보통신정책은 시장 유인과 정부의 정책을 유기적으로 연계하고, 다양한 정책간 조정 메커니즘을 마련하며, 네트워크-콘텐츠-플랫폼-단말을 아우르는 생태계에 대한 고려를 바탕으로 수립 및 운영되어야 함을 시사하고 있다.
Abstract
For the duration of the MIC(Ministry of Information and Communications), Korea's ICT(Information and Communications Technology) industry had developed unprecedently in the world. In that sense, the paper aims to clarify major ICT policies of the MIC and discuss both positive achievements and critical arguments of them. The MIC actively supported the development of relevant policies in the field of telecommunications market vitalization, IT promotion, and informatization. Government-led policy enforcement, financial support, and professional manpower training were worthwhile in terms of overall ICT growth in Korea. However a few unexpected problems such as excessive intervention of government or conflicts among different polices were exposed. Despite those drawbacks, the MIC can be regarded and evaluated in general as a success in introducing competition, expanding market size, and informatizing the overall society. In the process of breaking up the MIC, debates were focussed on functional limitations of the MIC in the advent of broadcasting and telecommunications convergence era. Instead, discussion should have been concentrated on the real scope of convergence and role of IT. In view of the case study of the MIC, future ICT policies should throughly reflect market interests, prepare policy coordination mechanism, and consider CPNT(Contents, Platform, Network, Terminal) ecosystem.
