Abstract
A Study on Characteristics and Applicability of Competence-based Education ReformSong, Kyoung-oh (Seoul National University BK 21 Post-doc.)Park, Minjeong (Seoul National University BK 21 Post-doc.)This study investigates ideological and theoretical foundations on competence-based education innovation, the major characteristics of competence-based education reform, and the possibilities and limitations of competence-based education reform. Competence-based education reform has been initiated and developed with neo- liberalism, the need for social cohesion, and knowledge-based society. Also it is theoretically based on human capitalism and educational accountability movement. Competence-based education reform is characterized as follows: the emphasis of tactic knowledge and its performacity, the connection between school system and external environments, and the emphasis of accountability of learning management system. This study finds that competence-based education reform has possibilities in terms of emphasizing tactic knowledge, educational accountability of learning outcomes, and compatability between different educational systems. Whereas, competence-based education reform has limitations in terms of the distortion of education by corporate, social, and global needs, the over-emphasis on performance, and reductionistic failings.
