Abstract

The Impacts of Evaluation-Based Fundingon University Research- A Comparative Study of The United Kingdom & Australia - Kim, Youngjin (Seoul Metropolitan Ofiice of Education)Since the 1980s western universities have been demanded to contribute to strengthening national competitiveness rather than 'the pursuit of knowledge for its own sake' responding to changing socio-economic environment. The United Kingdom(UK) and Australia are especially believed to have developed distinctive research evaluation and funding schemes. This study aimed to explore the socio-economic contexts of the nations, specific practices of evaluation-based funding(EBF) and its impacts on university research with comparative perspectives. It was reported that both the UK and Australia have enhanced EBF schemes and have distributed financial resources based on the principle of 'selectivity and concentration'. While the UK has assessed universities using a range of information, Australia has been purely dependent on quantity-oriented performance indicators like the amount of research grant and the number of publications. As a consequence, some of researchers in the nations were reported to have adopted 'game playing' to boost publications and research grants. The neglect of teaching and mainstreaming of research were also indicated as a negative influence of EBF. Meanwhile, bibliometric indices and the investigation of academics' perception seem to support the view that Australian academics were more inclined to show quantity-oriented research behaviour compared with their counterparts. It could be estimated that some of the difference might be derived from the distinctive research and funding systems.
