Abstract

The ground that Japan got Dokdo into Shinema Prefecture in Japan in Feburuary, 1905 is as follows; As there was no evidence that Dokdo, an uninhabited island, had been occupied by a foreign country and Nakai Yosaburo moved to this island and engaged himself in fishery from 1903, Japanese occupation of Dokdo is recognized by international laws This study purpose is to prove the fact that Dokdo was recognized as an island attached to Uleungdo by means of materials on Joseon fisheries research carried out by Japan in the early 1900s. After the conclusion of the Korea-Japan Fisheries Agreement in 1889, Japan encouraged Japanese fishing boats to fish in the sea along the Korean coast. Japan carried out an on-the-spot investigation to grasp the current status regarding Korean fish stocks in earnest before and after the enactment of fisheries law in Japan in 1901. The investigative reports included materials about Uleungdo and Dokdo (Yangkodo). “The conditions in Uleungdo” (1902) which was included in “通商彙纂 - Collected publication regarding commerce” based on the reports of Japanese consuls in foreign countries, “韓海通漁指針 - Guide to fishing in Sea of Korea” published by “Heukryonghoi - Black dragon society” (1903) and “Korean fisheries administration and economy”(『韓國水産行政及經濟』, 1905) which was published by the headquarters of financial advisors in Korea under the direction of Mekada Danetaro who was assigned to Korea after the conclusion of the first Korea-Japan Protocol in 1904 described Dokdo in the section of Uleungdo consistently. First of all, according to these materials, Koreans in Uleungdo and Japanese called Dokdo Ryangkodo or Yangkodo in those days. Joseon government officially sent pioneer settlers to Uleungdo from 1883, and then Japanese came to Uleungdo and they were engaged in fishing seasonally. It is knowable that Ryangkodo (or Yangkodo), that was Dokdo’s name in Japan, was recognized and used by Koreans in Uleungdo. Secondly, they fished near Dokdo staying there for 4~5 days and their base was located in Uleungdo. At first they gathered abalones and then they hunted sea lions in about 1904. Though the main body for such fishing activities was chiefly composed of Japanese, the important fact is that their work was carried out near Dokdo on the basis of Uleungdo, mother island. Thirdly, “韓海通漁指針 - Guide to fishing in Sea of Korea” described that it was possible to see Dokdo from Uleungdo on a fine day. “韓海通漁指針 - Guide to fishing in Sea of Korea” is important as a material to refute the Japanese side claims that it is not possible to see Dokdo from Uleungdo with the naked eye. Fourthly, “Korean fisheries administration and economy” (1905) which was published by the headquarters of financial advisors in Korea under the direction of Mekada Danetaro was a policy proposal to exploit and plunder Korean fish stocks effectively. As it was a material made by Japanese government circles, it can be utilized for proving Korean territorial rights on Dokdo.
