이 글은 한일FTA의 준비와 협상과정을 둘러싼 논의를 비판적으로 검토한 후, 이론적 관점에서 크게 세가지 방식으로 문제에 접근한다. (1) 정보화/세계화란 21세기 메가트랜드 속에서 세계질서가 어떻게 변화해 가는지, 그 속에서 일본과의 FTA는 어떻게 다루어져야 하는지에 대한 미래지향적인 접근, (2) 한일관계라는 측면에서의 FTA 인식, (3) 이의 추진기반으로서 국내적 지지를 확보하기 위한 국내정치적 균열구조(political cleavage)의 파악과 대응의 자세 마련이 된다. 앞의 둘은 지구적 규모에서 전개되는 이종(異種) 행위자간의 경제적 네트워크화의 본질에 대한 이해이고, 마지막 접근은 정치적 반발세력과 지지세력 즉, 무역에 따른 정치적 균열구조의 분석이 될 것으로, 산업부문(industrial sector)의 성격과 정치적 반발의 정도와의 관계, 무역유형(trade pattern)과 정치적 반발의 정도와의 관계를 차례로 분석하여 FTA를 지지하는 산업부문, 정치적으로 강하게 저항하는 부문, 상대적으로 약한 저항을 예상할 수 있는 부문을 유형화해 제시하는 작업이 된다.
Abstract
This work presents three approaches that aim to understand the nature of the Korea-Japan FTA . First, we need to understand how the world has transformed under the megatrends of the 21st century(the rise of information society and globalization) and recast the meaning of the Korea-Japan FTA under these trends. Second, in pursuing the Korea-Japan FTA, we need to take into account the Korean-Japanese relations in general. Third, exploring the domestic political cleavages over the issue of the FTA is essential in securing domestic support. When these are done, the pursuit of the Korea-Japan FTA would avoid violent social and political confrontation.
